The governments of Angola and Namibia on 18 November signed the implementation agreement for the 881MW Baynes hydropower project on the Lower Cunene River on the border between the two countries.The agreement establishes the legal framework for fulfilling the joint commitments of the parties on the development, operation and maintenance
